Do I need HL2 or UT2004 to play this?

or is it stand-alone?

It's a standalone game based on the Unreal engine

Since when is Steam using UT? Steam is HalfLife as I know it..

From the site....

Q: Will Red Orchestra: Ostfront 41-45 be based on the Source Engine, like the other games available on steam?
A: No, Red Orchestra: Ostfront 41-45 is based on a greatly improved version of Epic's Unreal Engine 2.5.

Well I was about to post that but 24 started :) Steam is not just about Half-Life or Valve for that matter. Steam is Valve's creation but they are collaborating with many different publishers to release their products through Steam. Dangerous Waters, Space empires IV Deluxe and Darwina are all standalone games that have nothing to do with Valve or the Half-Life engine.
