After hours of messing around with emulators under windows xp I took an Windows 98 bootdisk. Stripped all unnessary files and put the dos config utility on it.
Everything went smooth, it found that throttle and read the old configuration. But then came the problem. I just tried to program some buttons with w and q keystrokes to find out if the ship is rolling faster around its longitudinal axis. But some buttons work, some don't I have NO idea what I did wrong.

I fixed my problem now. The reason was my soundcard. It's a Soundblaster PCI 128. That is only one of their brand names, they sell the same card under three different names. I've got a CT4810 to be exact. A damn common card.
You need dosdrivers for this card and creative dosn't supply any. Luckily some Mamehackers did the job: SB PCI Card Drivers for DOS (http://easymamecab.mameworld.net/html/snddosdr.htm)
This driver is damn big (3 MB), because of the needed waveram file. Fortunately I had a FAT32 partition for dataexchange with linux, so I could place the driver on disk and boot from floppy.
That driver could be something for a Boot-CD.
The symptons I had were very weird: The buttons 4, 5, 7 and 8 didn't work. The data that were collected from that throttle during initialisation of the setup tool look alright.
I could change those settings as I liked it were everytime the same buttons that didn't work. It looked like they were broken, but that couldn't be. The old configuration worked with this buttons.
That testutility posted here somewhere showed me a problem with my gameport. With this DOS soundcarddriver it worked and the testutility showed everything ok.
P.S. The soundcard driver works but I loaded cutemouse (http://cutemouse.sourceforge.net/) (a freedos mousedriver) after it were initialized and my machine freezed. I think you have to load first the mousedriver and then the soundcarddriver. I will try this later.
